== History ==
Halesowen Chess Club was formed in October 1974 by founder members Dave Arthur (secretary) and John Brookes (chairman). It's club rooms were Halesowen Athletic and Cycling Club.

In 1974/75 the club entered a team in the Worcester County League for the first time and in the following year a team was also entered into the Birmingham and District Chess League (in Division 6). In 1976/77 this team was promoted to Division 5 and finished 3rd.

On 1st December 1977 the Club moved to the Leasowes Community Centre.

In 1977/78 three teams were entered in the B'ham League, finishing 3rd in Division 5, 7th in Division 9, and 3rd in Division 10. In 1978/79 another team was added in the B'ham League.Results were 7th in Division 4, 3rd in Division 8, 4th in Division 9 and 4th in Division 10.

In 1979/80 yet another team was added, giving five teams entered in the B'ham League, competing in Divisions 4, 7, 8, 9, & 10. Also two teams entered the Worcester County League (one team in each division) and one team in Worcester and District Div 1 after winning Division 2 the previous season.

In 2002 Halesowen joined the WDCL.

== History ==
Founded on 5th May 1969 with the first clubroom being ‘The Bramford’ public house on the Tipton Road, Sedgley and the first night was on 10th September 1969. The ‘A’ Team was in Division Two of the Wolverhampton and District Chess League captained by Wayne Clarke and vice-Captain Barry Smith. In this first season we won promotion to Division One having tied with Bushbury. In 1971 Mrs. Mabel Lloyd was runner-up in the Bidgood Cup and Gordon Stokes-Roberts was runner-up in the Birmingham League Individual tournament for Division Five. Also, the club decided to move premises to Coseley Secondary School. In 1973, Ken Francis won the Bidgood Cup and our ‘A’ Team was relegated back to Division Two. We moved venue again to the British Legion in Ruiton Street, Lower Gornal which would be the clubs home for many years. 1975 brought along further expansion by entering a team in the strong Worcester league. The club had grown enough to enter a third team in the Wolverhampton League by 1976. Barry Smith was runner-up in the Bidgood Cup.

In 1977 Mercia ‘A’ were promoted to Division 2 as runners-up in the WDCL. In 1979, Andrew McCumiskey reached the Final of the Rock Cup and was selected for the County U-18 team. In 1981 Mercia withdrew from the Worcester League but Andrew McCumiskey won the Bidgood Cup. Ken Francis beat Barry Smith in the final of the BDCL Division Five Individual. In 1982, Ken Francis retained the title and the next year entered and won the Division Four title! Andrew McCumiskey reached the 1983 Rock Cup Final. In 1984, Mercia left their long term home of Lower Gornal and moved to Sedgley Labour Club (then the Royal Oak). Shortly afterwards they finally moved to the current home of the ‘Ex-Servicemen’s’ Club in the Walk Sedgley.

In the WDCL 1985 Lightning tournament Mercia won the Minor section and Ken Francis was runner-up in the BDCL Division Five Individual. In 1986, Barry Smith reached the Semi-final of the Rock Cup and Gordon Stokes-Roberts the semi-final of the Bidgood Cup and Ken Francis again runner-up in the BDCL Division Five. In 1987 Andrew McCumiskey reached the Semi-final of the Rock Cup. Also, the ‘A’ team won Division Three and were promoted to Division Two. The ‘B’ Team finished second in Division Four and were promoted to Division Three. In the Lightning tournament Mercia won the Major section.

1988 was a golden year for the club, the ‘A’ were promoted to Division One of the WDCL and Ken Francis won the Rock Cup and Division Five Individual. Additionally, Mark Sanderson won the Bidgood Cup. In 1990 Ken Francis won the BDCL Division Five Individual. In 1991 the ‘B’ Team won the Barrington Trophy in the Birmingham League. The trophy was retained in 1992 and the ‘A’ won the Homer Trophy. In 1993 Derek Perks was runner-up in the BDCL Division 5 Individual. In 1994 Ken Francis won the BDCL Division Five Individual. In 1995 the ‘A’ were promoted to Division One of the WDCL and also to Division Four of the BDCL. Ken capped an excellent year by sharing the BDCL Division Five title.

1997 Derek Perks reaches the Semi-final of the BDCL Division Five Individual and Ken Francis the semi-final of the Rock Cup. 1999 saw the club’s 30 year celebrations. A special evening dinner was held with over 30 present and past members attending. Millennium year was a classic for Mercia, the ‘A’ team won Division Two of the WDCL, the ‘B’ team were promoted and the BDCL team won the Townsend Trophy. The BDCL ‘B’ Team were runners-up in Division Seven and additionally, Ken Francis added the Bidgood Cup to the collection.

In 2004 the ‘A’ Team were promoted back to Division One and in 2005 survived a memorable season in a play-off against Stourbridge with Derek Perks picking up the player of the year award for only the second time. Sadly, after a long and hard fought season Mercia were finally relegated from Division One in April 2006. However, the second team had a splendid season and were promoted from Division Three. This set up one of the few 1st vs 2nd team games ever in September 2006. The Div 2 champions St Georges were thrashed 5.5-0.5 as a small end of season consolation.

In a mixed 2007/08 season, the ‘B’ Team re-bounded straight back into the WDCL Div Two with the runner-up spot. The first team missed promotion again to Div One with key players missing for the critical games against Telford and Kidderminster. In the BDCL Div four the team finished middle table. The following year the first team were distinctly mid-table. A familiar story of players missing meant there was never any danger of relegation or promotion. For the second team it was a learning experience and the quality of the opposition was just too much to overcome.

2009/10 Mercia became BDCL Div 4 Champions and achieved their highest place in the Birmingham league so far. With just one loss the team gained 17 points from a possible 22. In 2012/13 the second team returned to division three as runners-up. The first team finished mid-table in both the WDCL and BDCL. For 2013/14 the first team finished comfortably enough in mid-Division Two but the second team came bottom of the Third division.

== 4. ROCK CUP AND HAROLD BIDGOOD TROPHY COMPETITION RULES ==

The [[Rock Cup]] is an individual knock-out tournament, open to all registered members of clubs playing in the WDCL, for the individual championship. Everyone, with the exceptions listed below, plays at least two games, as Round 1 of the [[Rock Cup]] will be seeded so the highest graded entrants do not play each
other, and first round losers are automatically entered for the [[Harold Bidgood Trophy]] subject to the
exceptions below. Winners will hold the Cup or Trophy for one year. In future, both winners and runners-up will also receive appropriate trophies to keep, rather than cash prizes. There is no entry fee. The closing date for entries is the 30th September. Results will be published on the internet at [http://www.wdclchess.org.uk/blog WDCL]. The following players will not be eligible to compete in the [[Harold Bidgood Trophy]]: 
a) Any player defaulting in the first round of the Rock Cup. 
b) At the discretion of the Tournament Sec the top X players in the Rock Cup entry will be excluded from
the Bidgood Trophy if they lose their first round game. X will be set by the Tournament Controller when
players are known.

WOLVERHAMPTON & DISTRICT CHESS LEAGUE COMPETITION RULES: 2025/26 onwards Changes are in ''ITALICS'' 
== 1. DIVISIONS ==
Prior to the Fixtures Meeting, the league is divided into divisions, which are chosen and arranged by the League’s Constitution Committee (appointed at the AGM). A new club entering the league cannot enter a team straight into Division 1 and neither can any club re-joining after having left the league.

== 2. NUMBER OF MATCHES ==
Each team competing shall play where there are seven teams or less, home and away matches with every other team in their division. Where there are 8 teams or more in a division then each team shall play single fixtures with every other team in that division, unless otherwise decided at the A.G.M., or by the sub-committee appointed for this purpose.

== 3. FIXTURES ==
<ol style="list-style-type:lower-latin">
<li>League fixtures are arranged at the Fixtures Meeting, convened before the start of the season. The results of all league match’s to be with the Record Secretary by 28th April or not be recorded in the league tables.</li>
<li>On the request of either club, fixtures may be re-arranged up to 28 days before the arranged date, ideally to a new date to be within 28 days of the original, the re-arrangement to be notified to the Records Secretary. If the clubs cannot agree a new date, they may appeal to the Records Secretary to choose a date binding on both clubs.</li>
<li>Fixtures may be postponed if it proves impossible for either team to play on the date arranged. Bad weather or cancelled public transport are considered valid reasons, but difficulties in raising a team are not. Following a postponement, the clubs should a) inform the Records Secretary, b) agree a new fixture date within 14 days, and again inform the Records Secretary. If not so informed, the Records Secretary chooses a new date binding on both clubs.</li>
<li>Any team defaulting a match will be penalised 1 league point and must give at least 24 hours’ notice to the opposition or be penalised an additional 1 league point in an away match, or an additional 2 league points in a home match. Should a home team default and cause a team a wasted journey on 2 occasions, they shall be expelled from the league for that season. Any team defaulting 3 matches in a season shall be expelled from the League for that season. A defaulted match should be defined as any match where less than 50% of a team play.</li>
<li>When a club has more than one team in a division, inter-club fixtures must be the first to be played, in each half of the season where applicable, or as soon as possible if it is not practical.</li>
</ol>

== 5. REGISTRATION OF PLAYERS ==
<ol style="list-style-type:lower-latin">
<li>The players of each club shall be registered, and no player shall be registered with more than one club.
A player may change his registration to another club at any time during the season subject to the
provisions of 5(c) hereof. The change shall be made by registration whereupon the earlier registration
shall automatically be cancelled. Any player changing clubs shall inform the Records Secretary and his
previous club in writing.</li>
<li>All players registered for a club must be a bona fide paid-up member of the club unless the player is an
honorary member of the club.
Clubs playing in the WDCL must ensure that players they are selecting to play in WDCL are registered
with ECF before they play a game which would otherwise incur a board fee. (max 3 games in 2022-23).</li>
<li>The secretary of each club shall supply to the Records Secretary the names of players it desires to
register on a registration form supplied by the league. The Records Secretary may query the registration
of any player, and if not satisfied, shall reject the registration of that player. The registrations shall not be
accepted until any amendment has been made. Registrations must be done in writing five clear days
(from the date of postmark) before the commencement of league or competition play. All juniors (any
person under the age of 18 years on the 1st September in that season) marked with a 'J' in the column
provided and show their date of birth. Failure to comply with the latter's request could result in a club's
registrations not being accepted. Any extra registration shall be on a form provided or on a sheet of
paper suitable for filing. No player shall be registered after 1st March. A copy of the registration form
should be sent to the treasurer when sending the club's league fees.</li>
<li>Any club failing to pay their league fees by the 31st October, shall lose all points gained so far. They
will continue to do so until the fees are paid. There will be no rearranging of matches under any
circumstances, until fees are paid.</li>
<li>When a club has more than one team competing in the league not less than four players in Divisions 1 &
2, four players in Division 3, or four players in Division 4, shall be registered for each team. These
players should be registered in decreasing order of playing strength and allocated, as far as is practicable,
to teams in order from the highest placed team to the lowest. If a club has more than one team in a
division, the teams must be labelled A,B,C... in strength order (A-high), and players registered in
accordance with the previous requirement.</li>
<li>i) When registering players at least half of a team’s minimum registered players (currently 4 in
divisions 1 and 2, 4 in division 3 and 4 in division 4) must be either ‘new’ or “active” players. A ‘new’
player is someone who was not registered for the club at the start of the previous season. An ‘active’
player is someone who was registered for the club in the previous season and played at least five league
matches.
ii) The remaining players shall be registered for the lowest division in which the club is playing.
iii) When a club has more than one team in its lowest division the required players must be registered for
each ‘higher’ team. The remaining players should all be registered in the ‘lowest’ team.</li>
<li>No player shall play for a ‘lower’ team than that in which he is registered. A player who has not played
more than 3 times for his registered team may be re-registered for a lower team by writing to the Record
Secretary. The player cannot play for his new team until the club has received written confirmation from
the Record Secretary of the suitability of the re-registration. No further re-registration of this player is
permitted. Re-registered players may not play in a higher division.</li>
<li>A player may play a total of three times for each higher team, including those in the same division, than
that in which he is registered first but on playing a fourth time in any of the higher teams than that he
was first registered, he shall be deemed to be tied to the team in which he was played on the fourth
occasion for the rest of the season. A tied player can still play for a higher team than the one he is now
tied to.</li>
<li>Any team which includes a player who is not validly registered, or who is disqualified from playing for
that team, shall lose the offending board and all boards below, but player scores will be retained for
grading purposes.’</li>
<li>If a player has no over-the-board rating on the ECF list but has a rating on the FIDE list that
rating will be taken. If a player has no Standard Play rating (ECF or FIDE; P ratings are not
considered as standard play ratings) then an over-the-board Rapid Play rating shall be used if
available and failing that an over-the-board Blitz rating if any.</li>
<li>An unrated player shall be assigned an estimate by his club which is subject to confirmation by
the Records Secretary. The estimate may subsequently be revised if it becomes apparent that it was
seriously in error. Any official ECF online rating should be taken into account when assigning or
revising this estimate, as may any category P ratings. The Records Secretary will be responsible for
accepting these estimates.</li>
<li>Any player not having an official over-the-board Standard Play rating (or only a P rating) who
acquires Standard Play rating (not a P rating) during the season shall thereafter be regarded as
being of that rating. In all other cases the player’s rating as determined at the start of the season
shall apply until the end of December. After the publication of the ECF official rating list at the start
of January the ratings on that list can be used for the purposes of later registrations, but in no
circumstances will amendment to existing registrations on account of changes in rating between
August and January be permitted or required.</li>
</ol>

== 6. MATCH PROCEDURE ==

<li>''Before the commencement of a match the captains of the respective teams shall exchange lists of: four in Divisions 1 & 2, or four in Divisions 3, or four in Div. 4, eligible players in order of playing

The Records Secretary may query the registration of a team’s board order. If a captain be aware that any player(s) in his team will be defaulting then the default(s) will be placed on the bottom board(s).

<li>The away team shall have the WHITE pieces on the odd boards.</li>
<li>Play in all match games must start at either 7.15 or 7.30 pm and each club must state in the league information sheet which they use for home matches. A continuous period of at least 3 hours must be allowed for the match.</li>
<li>Each club/team must separately make the result of the match known to the Records Secretary within
SEVEN days of the date on which the match was played. If a match result is not received within SEVEN days, then on the first offence the club is warned, and on each subsequent offence a team league point is deducted.</li>
<li>Both players in every game shall keep an accurate record of the game using a recognised system of notation.</li>
</ol>

== 7. GAMES IN DEFAULT ==
<ol style="list-style-type:lower-latin">
<li>A game shall be scored to each player for whom no eligible opponent is provided. Any club failing to
keep an appointment shall lose the match by default.</li>
<li>No game shall be claimed by default until the defaulting player's time has lapsed.</li>
<li>Any club winning a match by default shall send in a match card to claim the match within FIVE days. Failure to do this will result in a double default. The defaulting team should also notify the Records Secretary at the same time.</li>
</ol>

== 10. CHAMPIONS, PROMOTION, RELEGATION and WITHDRAWAL ==
<ol style="list-style-type:lower-latin">
<li>For each division the title of Champion and the positions of i) runners-up and ii) lowest two teams, shall be decided by the total match points for the season. The winner of Division 1 shall be known as [[League Champions]].</li>
<li>If any team retires during the season from any division, its results shall be ignored in calculating the final positions for that division if less than half of its fixtures have been played. If half or more of its fixtures have been played, its unplayed fixtures shall be scored as won by default by its opponent(s). </li>
<li>In the event of a tie on match points for any of these positions, the team which has defaulted no matches, or the least, shall be declared the higher.</li>
<li>If there is still a tie, the Records Secretary will inform teams that a Play-off match is necessary to break the tie.</li>
<li>The Champions shall be, and the runners-up of each division shall have the right to be, promoted to the next higher division for the following season. The two lowest teams in each division at the end of the season will be relegated to the next lower division for the following season.</li>
<li>Any other promotions or relegations for the purpose of adjusting the numbers in each division, can only be made with the consent of the clubs concerned.</li>
<li>Should any club withdraw a team from the league, that team shall be the one in the lowest division. When taking into account promotion and relegation the team dropped out shall count as one of the relegated teams.</li>
</ol>

== 11. PLAY-OFF MATCHES ==
<ol style="list-style-type:lower-latin">
<li>The Record Secretary will arrange the time, date, and venue for the match; and notify teams not less than two weeks in advance</li>
<li>These matches shall be regarded as part of the playing season [..] and only bona fide players for their respective teams will be allowed to play in them. Any player of the club who has been tied to another team during the playing season will NOT be eligible to take part in the play-off .</li>
<li>Clocks shall be started at the time fixed for the commencement of play. The time limit will comply with Rule 13.</li>
<li>A match referee, appointed by the Records Secretary, will be present and act as arbiter. His/her decision will be final. </li>
<li>If the match is drawn, the following tie-break procedure(s) shall be applied, in order:- i) The Board Count method:-Each team shall add together the numbers of the boards at which it won games. The team with the lowest total shall win, and if there is still a tie:- ii) The Elimination Rule:-Games shall be eliminated from the match from the bottom board upwards until the respective team scores become unequal. The team then with the higher total of game points shall be the winner iii) If it is still drawn the team with black on board 1 will win.</li>
</ol>

== 12 CHESS LAWS ==
All matches shall be played in accordance with the rules laid down in the authorised edition of the laws of chess published by the International Chess Federation and the tournament rules of the English Chess Federation unless otherwise provided by these rules. No persons should act in a way to disturb the players during a game.
== 13 USE OF CLOCKS ==
The use of clocks shall be compulsory, and the time limits in all WDCL competitions shall be
one of the following options: (the default rate of play will be option (1)):
# All moves in 80 minutes with 10 seconds per move added throughout (incremental) if sufficient digital clocks are available.
# All moves in 90 minutes.

If the home club have insufficient digital clocks they should inform the visiting side so they have the option bringing digital clocks if their players want to use them.

== 14 QUICKPLAY FINISHES ==
Claiming a draw in the last 2 minutes when using Rule 13(2); (no arbiter present; no flag fallen). This rule does not apply when incremental time control, Rule 13(1), is being used. No claim for a draw in the last 2 minutes is allowed when using an incremental time control.
<ol style="list-style-type:lower-latin">
<li>When a draw is claimed by a player on the basis that his opponent A) cannot win by normal means or B) has been making no effort to win by normal means, he must immediately stop the clock. This concludes the game.</li>
<li>If his opponent disagrees with the claim, the final agreed position must be copied on an adjudication diagram or score sheet by each player separately. In case B), the score sheet must have been completed before play ceases. The basis of the claim shall be clearly stated on the diagram and the diagram shall be headed: Position occurring in the last 2 minutes of a Quickplay Finish.</li>
<li>Claims shall be made by each player separately. These claims shall be sent to, and
be handled by, the records secretary. Claims must arrive within seven days of the match, otherwise
the other side receives their “claim”. Should neither sides position not arrive within SEVEN days, BOTH shall lose.</li>
<li>In all cases of positions sent for a ruling, no money shall be sent with the positions. A claim will be made at the end of the season by the treasurer for all outstanding monies. A fee £4 is payable by the side whose claim fails.</li>
<li>The Records Secretary shall inform each concerned club's secretary of the results in writing.</li>
<li>Either club may appeal the ruling in writing within SEVEN days of the decision, enclosing a deposit of £10.00 to be returned if the appeal succeeds. If based on the chess position, grounds for appeal should include chess analysis. The Records Secretary must inform the opposing club an appeal has been made. Appeals shall be decided by a county adjudicator whose decision shall be final.</li>
</ol>

== 15 CONDUCT OF PLAYERS ==
<ol style="list-style-type:lower-latin">
<li>Smoking will be banned both at the board and in the immediate playing area. Each club must define its 'playing area' and home team captains must inform visiting teams of its boundaries.</li>
<li>Mobile phones must be turned off during play. If a player’s phone rings, he should be asked to switch it off and a warning given. If it rings again the player automatically loses the game.</li>
</ol>

== 16 DISPUTES ==
In the event of any dispute between clubs the matter shall be referred to the rules and disputes sub-committee in accordance with the league constitution. 

== 17 GRADING OF RESULTS ==
<ol style="list-style-type:lower-latin">
<li>Individual chess game results, including those played in both league and cup competitions, are referred to the [http://www.englishchess.org.uk ECF] for grading. Games won in default are not referred.</li>
<li>Games decided by completed adjudication procedure (Rule 9) shall be referred for grading.</li>

WOLVERHAMPTON & DISTRICT CHESS LEAGUE CONSTITUTION
== 1. TITLE ==
The league shall be called 'The Wolverhampton and District Chess League'. This league is now affiliated to the [http://www.staffordshirechess.org.uk Staffordshire Chess Association].

== 2. OBJECT ==
The object of the league shall be to arrange Chess Championship Contests among the clubs associated and generally to promote the interests of chess within the district.

== 3. OFFICERS ==
<ol style="list-style-type:lower-latin">
<li>The officers of the league shall consist of:-</li>
<ol style="list-style-type:upper-latin">
<li>A President</li>
<li>A Deputy President</li>
<li>A Secretary</li>
<li>A Records Secretary</li>
<li>A Tournament Secretary</li>
<li>A Treasurer</li>
<li>A Lead for Safeguarding</li>
</ol>
<li>The President shall be elected at the A.G.M. and shall hold office for a term of two years. He shall not be eligible for immediate re-election. The Deputy President shall also be elected at the AGM for a term of two years.</li>
<li>All the other officers shall be elected annually at the A.G.M. and shall be eligible for re-election.</li>
<li>An Auditor shall be appointed at the AGM.</li>
<li>All officers shall comprise the Executive Committee of the league, which committee shall have power to co-opt, and shall meet as often as necessary to carry on the business of the league.</li>

== 4. AREA ==

== 6. LEAGUE FEES ==
Changes to fees shall be determined at the AGM. They shall include in addition the residual ECF game fees and any adjudication fees for each club from the previous season.

== 7. SUB-COMMITTEES ==
<ol style="list-style-type:lower-latin">
<li>The A.G.M. shall have power to constitute sub committees to fulfil particular tasks. The members of the sub committee shall be elected, except as hereinafter provided, and shall be eligible for re-election. The sub committee shall have power to co-opt. If any sub committee holds any funds, details thereof shall be supplied to the treasurer for inclusion in the statement of accounts presented to the A.G.M.</li>
<li>The A.G.M. shall constitute a Rules and Disputes Sub-committee. This committee shall comprise the members of the executive ex-officio and three other members who shall be elected at the A.G.M.</li>
<li>The functions of the Rules and Disputes committee shall be to make recommendations to the A.G.M. on any proposed alteration of this constitution or the competition rules and to deal with disputes arising as hereinafter provided.</li>
<li>If a dispute arises either out of a league match, a team competition match or an individual competition match, any party feeling aggrieved (hereinafter called ‘The Appellant’) may appeal to the sub committee to resolve the dispute.</li>
<li>The appellant shall within seven days of the dispute arising (which period may be extended in appropriate cases by the sub-committee at the hearing of the dispute) give notice of the full particulars of the dispute to the league secretary and shall send copies of such notice to the following parties:<ol style="list-style-type:lower-roman">
<li>In the case of a dispute arising out of a league match to the records secretary and the secretary of the opposing club</li><li>In the case of a dispute arising out of an individual competition match to the tournament secretary and his opponent.</li><li>In the case of a dispute arising out of a team competition match, to the tournament secretary and the secretary of the opposing club.</li></ol></li>
<li>The league secretary shall, as soon as is reasonably convenient after receipt of the appellant's notice, convene a meeting of the sub-committee to hear the dispute and shall give not less than seven days notice of the meeting to the appellant and the parties to whom the appellant should have sent copies of his notice in accordance with paragraph 7(e) hereof. The failure of the parties to attend the meeting shall not affect the power of the sub-committee to decide the dispute.</li>
<li>Subject to the right of the parties to the dispute to object to the composition of the sub-committee, the composition thereof shall be settled by the league secretary in the following manner:- 
<ol style="list-style-type:lower-roman">
<li>The sub-committee shall comprise an odd number of which a quorum shall be three.</li><li>The members of the sub-committee shall not have an interest in the dispute, without prejudice to the generality of the foregoing an interest shall be deemed to include membership of the club involved or being records secretary if the dispute arises out of a league match or being tournament secretary if the dispute arises out of an individual competition match.</li></ol></li>
<li>The procedure at the meeting of the sub-committee shall be as follows:- 
<ol style="list-style-type:lower-roman">
<li>The records secretary, if the dispute arises out of a league match, or the tournament secretary, if the dispute arises out of an individual competition match, shall report on all matters within his/her knowledge affecting the dispute.</li><li>The appellant shall present his/her case.</li><li>The other party to the dispute shall present his/her case.</li><li>The appellant shall have a right of reply.</li><li>The sub-committee shall consider the appeal in private and shall deliver its decision either verbally or in writing at a time to be appointed by it.</li></ol></li>
<li>The dispute shall be decided in accordance with the rules laid down in the authorised edition of the laws of chess published by the [http://www.fide.com International Chess Federation] and the tournament rules of the [http://www.englishchess.org.uk English Chess Federation], unless otherwise provided for in this constitution and the competition rules.</li>
<li>There shall be no appeal from the decision of the sub-committee on issues of fact, but with the consent of the sub-committee an appeal may be made to the [http://www.englishchess.org.uk English Chess Federation] (and thence to the [http://www.fide.com International Chess Federation]) upon a question involving the laws of chess, provided that the appellant to the [http://www.englishchess.org.uk English Chess Federation] shall furnish the [http://www.englishchess.org.uk English Chess Federation] with a statement of the facts prepared by the sub-committee.</li>
</ol>

== 8. ANNUAL GENERAL MEETING ==
<ol style="list-style-type:lower-latin">
<li>The A.G.M. of the league shall be held during the month of May unless it is not possible to present all the facts, in such case the A.G.M. will be held as soon as these are available.</li>
<li>The league secretary shall give not less than twenty eight days notice thereof to the officers of the league, the members of the sub-committees of the league and the secretaries of the associated clubs.</li>
<li>At the A.G.M. the secretaries of the league and the sub-committees of the league shall present their reports and the treasurer shall present a statement of accounts.</li>
<li>All players registered in accordance with the competition rules shall be entitled to attend the A.G.M. or a special meeting and to speak and vote upon all issues save as hereinafter expressly provided.</li>
<li>No proxy votes shall be allowed at either the A.G.M. or a special meeting.</li>
</ol>

== 9. ALTERATION TO THE LEAGUE CONSTITUTION AND COMPETITION RULES ==
<ol style="list-style-type:lower-latin">
<li>This constitution and the league competition rules may be added to or amended at the A.G.M. or at a special meeting called for that purpose provided that the proposed addition or amendment is stated in the notice calling the meeting. Any such additions or amendments for the notice calling the AGM must be sent in writing to the Secretary by the 31st March.’</li>
<li>All registered players attending the A.G.M. or special meeting shall be entitled to speak upon the proposed addition or amendment but voting shall be limited as follows<ol style="list-style-type:lower-roman">
<li>One vote each member of the executive committee,</li><li>Two votes for each associated club represented at the meeting.</li></ol></li>
<li>For the purpose of voting only, the composition of division shall be treated as an amendment of rules.</li>
</ol>

== 10. SPECIAL MEETINGS ==
A special meeting of the league must be convened by the league secretary upon receipt of a written request from at least three clubs, or at the request of the executive committee, and he shall give not less than seven days notice thereof to the same people to whom notice must be given at the A.G.M.

All member clubs are required to give the email address of at least two contacts to the league secretary at
the start of each season and should respond to emails promptly to ensure the smooth running of the
league.

== History ==
On Wednesday 28 November 1895 a piece in the Wolverhampton Chronicle. "A preliminary meeting of chess players was held at St John's Clergy-house, Bond Street on Friday night with the subject of endeavouring to re-form the old Wolverhampton Chess Club. There were present Rev. J Roberts, Messrs. Johnston, Dr Helas, E Hands, Fras. H Hinde, H J Doughty, Fellows Kinvig, Westworth, Whitehouse &c. - Mr Johnston was elected as chairman, and stated that although an old member of the late club, he had not anticipated being asked to take the chair." He was exceedingly pleased to find that an effort was being made to revive the old chess club, as he thought that a town of 85,000 surely ought to find sufficient players to form such a club." The new chairman went on to state during the past few days he'd looked up some of the old members and was gratified to find the "spirit of chess" was only dormant in the town and not defunct and with a little effort from the gentlemen present might rise the club like a phoenix out of the ashes of its old existence.

Wolverhampton Chess Club has been based at a number of locations within Wolverhampton. At this current research stage various venues have came to be known. In the period 1926-1929 meetings were held at 33 St John's Street and Mr A Hinde was club Chairman. In 1930 the club's annual meeting was held at 100 Lord Street and again Mr A Hinde was elected as Chair. The club then met twice a week on Mondays and Thursdays. Committee meetings were sometimes held at Mr Norman's office (Hon Secretary) 45 Queen Street.

Wolverhampton Chess Club closed during the second World War from August 1939 until September 4 1945. On this September date the club reopened. The club secretary Mr Boyden was still serving in H. M Forces.
This time heralded a new era where the club would next reside for almost 35 years September 1945 until February 1980 meetings were held at the Vine Hotel, 186 Stafford Street. Nowadays local people are more familiar with the Varsity pub that's opposite the Hog's Head pub that is where the Vine Hotel used to be. Several elderly citizens of Wolverhampton who've helped with research have spoken of the George Hotel being opposite the Vine Hotel many years ago. The Chess club certainly had a long period at the Vine. A personal recollection from Phil Porter reminiscing about the Vine Hotel days. "I think in 1963/1964 and I remember the club room was home to the Royal Antediluvian Order of Buffaloes (RAOB) with all its paraphernalia. It felt a strange room! I believe I went to arrange a game against one of its players as opposed to play in a match."

== History ==
Founded on 5th May 1969 with the first clubroom being ‘The Bramford’ public house on the Tipton Road, Sedgley and the first night was on 10th September 1969. The ‘A’ Team was in Division Two of the Wolverhampton and District Chess League captained by Wayne Clarke and vice-Captain Barry Smith. In this first season we won promotion to Division One having tied with Bushbury. In 1971 Mrs. Mabel Lloyd was runner-up in the Bidgood Cup and Gordon Stokes-Roberts was runner-up in the Birmingham League Individual tournament for Division Five. Also, the club decided to move premises to Coseley Secondary School. In 1973, Ken Francis won the Bidgood Cup and our ‘A’ Team was relegated back to Division Two. We moved venue again to the British Legion in Ruiton Street, Lower Gornal which would be the clubs home for many years. 1975 brought along further expansion by entering a team in the strong Worcester league. The club had grown enough to enter a third team in the Wolverhampton League by 1976. Barry Smith was runner-up in the Bidgood Cup.

In 1977 Mercia ‘A’ were promoted to Division 2 as runners-up in the WDCL. In 1979, Andrew McCumiskey reached the Final of the Rock Cup and was selected for the County U-18 team. In 1981 Mercia withdrew from the Worcester League but Andrew McCumiskey won the Bidgood Cup. Ken Francis beat Barry Smith in the final of the BDCL Division Five Individual. In 1982, Ken Francis retained the title and the next year entered and won the Division Four title! Andrew McCumiskey reached the 1983 Rock Cup Final. In 1984, Mercia left their long term home of Lower Gornal and moved to Sedgley Labour Club (then the Royal Oak). Shortly afterwards they finally moved to the current home of the ‘Ex-Servicemen’s’ Club in the Walk Sedgley.

In the WDCL 1985 Lightning tournament Mercia won the Minor section and Ken Francis was runner-up in the BDCL Division Five Individual. In 1986, Barry Smith reached the Semi-final of the Rock Cup and Gordon Stokes-Roberts the semi-final of the Bidgood Cup and Ken Francis again runner-up in the BDCL Division Five. In 1987 Andrew McCumiskey reached the Semi-final of the Rock Cup. Also, the ‘A’ team won Division Three and were promoted to Division Two. The ‘B’ Team finished second in Division Four and were promoted to Division Three. In the Lightning tournament Mercia won the Major section.

1988 was a golden year for the club, the ‘A’ were promoted to Division One of the WDCL and Ken Francis won the Rock Cup and Division Five Individual. Additionally, Mark Sanderson won the Bidgood Cup. In 1990 Ken Francis won the BDCL Division Five Individual. In 1991 the ‘B’ Team won the Barrington Trophy in the Birmingham League. The trophy was retained in 1992 and the ‘A’ won the Homer Trophy. In 1993 Derek Perks was runner-up in the BDCL Division 5 Individual. In 1994 Ken Francis won the BDCL Division Five Individual. In 1995 the ‘A’ were promoted to Division One of the WDCL and also to Division Four of the BDCL. Ken capped an excellent year by sharing the BDCL Division Five title.

1997 Derek Perks reaches the Semi-final of the BDCL Division Five Individual and Ken Francis the semi-final of the Rock Cup. 1999 saw the club’s 30 year celebrations. A special evening dinner was held with over 30 present and past members attending. Millennium year was a classic for Mercia, the ‘A’ team won Division Two of the WDCL, the ‘B’ team were promoted and the BDCL team won the Townsend Trophy. The BDCL ‘B’ Team were runners-up in Division Seven and additionally, Ken Francis added the Bidgood Cup to the collection.

In 2004 the ‘A’ Team were promoted back to Division One and in 2005 survived a memorable season in a play-off against Stourbridge with Derek Perks picking up the player of the year award for only the second time. Sadly, after a long and hard fought season Mercia were finally relegated from Division One in April 2006. However, the second team had a splendid season and were promoted from Division Three. This set up one of the few 1st vs 2nd team games ever in September 2006. The Div 2 champions St Georges were thrashed 5.5-0.5 as a small end of season consolation.

In a mixed 2007/08 season, the ‘B’ Team re-bounded straight back into the WDCL Div Two with the runner-up spot. The first team missed promotion again to Div One with key players missing for the critical games against Telford and Kidderminster. In the BDCL Div four the team finished middle table. The following year the first team were distinctly mid-table. A familiar story of players missing meant there was never any danger of relegation or promotion. For the second team it was a learning experience and the quality of the opposition was just too much to overcome.

2009/10 Mercia became BDCL Div 4 Champions and achieved their highest place in the Birmingham league so far. With just one loss the team gained 17 points from a possible 22. In 2012/13 the second team returned to division three as runners-up. The first team finished mid-table in both the WDCL and BDCL. For 2013/14 the first team finished comfortably enough in mid-Division Two but the second team came bottom of the Third division.

== History ==
Halesowen Chess Club was formed in October 1974 by founder members Dave Arthur (secretary) and John Brookes (chairman). It's club rooms were Halesowen Athletic and Cycling Club.

In 1974/75 the club entered a team in the Worcester County League for the first time and in the following year a team was also entered into the Birmingham and District Chess League (in Division 6). In 1976/77 this team was promoted to Division 5 and finished 3rd.

On 1st December 1977 the Club moved to the Leasowes Community Centre.

In 1977/78 three teams were entered in the B'ham League, finishing 3rd in Division 5, 7th in Division 9, and 3rd in Division 10. In 1978/79 another team was added in the B'ham League.Results were 7th in Division 4, 3rd in Division 8, 4th in Division 9 and 4th in Division 10.

In 1979/80 yet another team was added, giving five teams entered in the B'ham League, competing in Divisions 4, 7, 8, 9, & 10. Also two teams entered the Worcester County League (one team in each division) and one team in Worcester and District Div 1 after winning Division 2 the previous season.

In 2002 Halesowen joined the WDCL.

The sudden death of Andrew Leadbetter has shocked not only the members of his club, [[Stafford | Stafford]], but everyone in Staffordshire Chess and beyond.

Andrew had been an official and a team captain at Stafford Chess Club for over fifty years. He entered all the internal competitions and attended nearly every club night. Indeed, it was his non-appearance that first alerted the club that there may be a problem.

Andrew had been involved in chess administration all his life. He began by starting a club at his school as a teenager and in the last week of his life he was compiling financial reports for the [[https://www.staffordshirechessassociation.co.uk Staffordshire Chess Association]]. Over the years he had been a committee member for all three Staffordshire Leagues. For the Staffordshire Chess Association, he was the long-term treasurer. He captained county teams for many years and continued to play in county matches. He was the financial director of the MCCU. His work with the ECF is remembered on this [[https://www.englishchess.org.uk/andrew-leadbetter-rip/ link]].

He served as WDCL President for four years in two spells from 1979 and then again in 1983 and was their long time ECF representative for three decades. We must not forget the dedication as the long serving Grading officer in times when everything was done by hand. He was a long serving member of the league and won the [[Harold Bidgood Trophy]] in 2006-07.

Besides chess Andrew had many interests. He was a keen cyclist and he assisted with a Stafford charity that provides low-cost bicycles. He liked art, literature, classical music, and the wider outdoors. He was a regular visitor to the Stafford Film Society and the only time he would refuse a game was on a Tuesday when a good film was showing. He also enjoyed a good game of bowls.

Andrew worked as a teacher of history and general studies at King Edward VI Stafford and later at Stoke 6th Form College. He was married to Jo for many years, and they had three sons, one of whom pre-deceased them. He bore his widowhood with fortitude. David joined the [[Walsall Kipping | Walsall Kipping chess club]] in 1982, having played previously for the [[Wolverhampton Kipping | Wolverhampton Kipping chess club]], and then the [[Rock Kipping | Rock Kipping chess club]]*. He brought a national reputation with him.

He had been honoured with an OBE in 1977, ‘for services to chess’. These had included the (non-playing) Captaincy of the English men’s team at International Chess Olympiads; and also the provision of much legal advice to the British Chess Federation (BCF). Together these had brought him into contact with the cream of British chess players and this served him well later on. He was also a strong player himself and his presence no doubt assisted in attracting other strong players to the club.

He only gradually took to participating in the club’s internal competitions though, but when he did so he regularly became Club Champion. However, after he had won it 7 times in succession, he very generously, and voluntarily, withdrew from entering, so as to give others the opportunity to shine. Nevertheless he was a very competitive player and prepared for his league fixtures with meticulous care.

Since David’s arrival, Walsall Kipping consistently maintained strong positions in both Divisions 1 of the BDCL and the WDCL; winning the Birmingham League Championship 5 times and the Wolverhampton Championship 3 times. However it was a measure of the man’s willingness to take a back seat, that it was only in 2002 that he finally became Captain of the Div 1 team in the Birmingham League, and even later, in 2008, that he became Captain of the Div 1 team in the WDCL team. He was always particularly keen though on the club fighting for the title of Staffordshire Champion, via its Hickman Cup tournament; and in this he was very successful, the club winning it no less than 18 times between 1982 and 2019. As a Captain he was determined to make the most of the club’s talents. Consequently he never failed to ensure, before agreeing fixture dates, that he knew exactly who would be available; and he expected a full commitment from his teams. In return, he consistently provided lifts to team members to matches; although this became an increasingly demanding task for him.

== As Organiser ==
David was also a great organizer, and his skills in this area were highlighted when the club decided to celebrate its 1992 Jubilee with a tournament. He willingly took on the task of organizer and managed to attract sufficient sponsorship locally so as to enable a major Chess Tournament to be played, at the Walsall Campus. The WALSALL KIPPING JUBILEE CHESS TOURNAMENT 1992 was played over the three days of the Easter weekend, and attracted entries from more than nine countries. The players included Alexei Suetin of Moscow, a leading Russian grandmaster (GM), six other GMs, and eleven international masters (IM). The winner was GM Murray Chandler from New Zealand.

It was regarded as a great success. The national magazine CHESS described it at the time as ‘''the strongest ever weekend tournament on British soil''’, and recognized that the ‘''enticing conditions…'''’ ''provided by David Anderton, chief organiser from the club'', played a major part in this achievement. Bernard Cafferty (Birmingham Post) claimed that it ‘''brought a collection of national chess talent to the West Midlands…''’. It also attracted the attention of the BCF and it was at their request that David produced a leaflet ‘''Note on the Organisation of the Walsall Kipping Jubilee Tournament''’ for use by the BCF.

David followed this up later by jointly organizing, along with Lawrence Cooper of Stafford, the STAFFORDSHIRE CENTENARY INTERNATIONAL CHESS TOURNAMENT 1997. It was hosted by the Walsall Kipping Chess Club at its premises, and was arranged as A Nine-Round Scheveningen Tournament in which the players are divided into two teams; and all the players in Team A play all those in Team B. It was the first International Chess tournament to be held in Staffordshire and recognized for international title purposes. It attracted an entry that included 3 GMs; 1 WGM (Jana Bellin); 6 IMs and 1WM. The two leading scorers were GM Bogdan Lalic and IM Jonathan Rowson.

David was further involved in instigating and setting up a training scheme for juniors at The Joseph Leckie Community School in 1993. Professional help, in the shape of Robert Bellin, was provided through sponsorship and it attracted a substantial number of local children. Much progress and enthusiasm was generated, and it ran for three years. In turn this encouraged Ray Dolan, another club member, to eventually set up the currently very successful Bloxwich Junior Chess Academy, to carry on the good work. In the meantime the Walsall K. club was involved in organizing an annual one day Rapidplay Congress. Again David became instrumental in attracting sponsorship for it, and this enabled it to offer larger prizes and become a very attractive event. He became the organizer for it in 1999, and ran it till it finished in 2008. It regularly attracted players from all over the Midlands and sometimes further afield.

In the meantime David pursued his personal chess with much commitment. This might be exemplified by the following:- in 1959 he became the WDCL individual Champion by winning its premier individual tournament, the [[Rock Cup | WDCL Rock Cup]]; and in 2009 he successfully repeated this achievement, 50 years later! Also, apart from his club and Staffs County matches he took part annually in National events too. He organized teams in the 4NCL league and participated in British events, achieving regular success- latterly in the Senior Championships.

It is with much sadness that I have to report that Alan Shrimpton, a member for many years of [[Walsall Kipping | Walsall Kipping Chess Club]], died last weekend, after a sustained period of health problems.
Alan was the oldest and longest serving member of the club, and joined it in the 60’s. His first recorded game for Walsall, in fact, was in the 1967-68 season of the Wolverhampton League. From then to 1974-75 he was the Captain of the club’s second team, which for six years was in Div. 1. Since then he played continuously in teams in all the local leagues.
Alan was a steadfast supporter of all club activities and an active player at club evenings. He was always generous and cheerful, and regarded with affection by all who played with him, both young and old. One tribute to him, among many, sums him up well-‘a lovely man…magnanimous in defeat and gracious in victory, but a ferocious defender of his Chess rights…an old-fashioned gentleman…’
Much more has been said, showing how much he will be missed.

It is my sad duty to report that Frank Wood, passed away on 28th December 2020 only six weeks after a diagnosis of pancreatic cancer. Frank was a good friend to many and a much liked and well respected member of [[Wolverhampton | Wolverhampton Chess Club]], which he joined in season 1996/7 after moving to the area from Cheshire. He had served the club tirelessly as Chairman and 'A' team captain for some years, and was always keen to make club nights active and welcoming. He was well known and popular in chess circles throughout the West Midlands, and had been President of the Wolverhampton and District League from 2007 to 2009 and Tournament Secretary from 2012 to 2017. Frank had played chess from the age of 11 and over the years had played for Cheshire, Lancashire & Staffordshire. He was an inventive player whose favourite opening was the Morra Gambit.

He was born in 1942 and attended junior and grammar schools in Sheffield, before studying law at Sheffield University. As a qualified solicitor his main career was in local government, after which he spent 6 years working for a Building Society before retiring finally in 2000. He had a very active retirement, travelling widely with his wife Chris. He also sang bass with Penn Singers. He was a member of Wombourne over 50's Rambling Club, again with Chris, often leading their walks and covering walks of 6-12 miles every week.

Frank was a true gentleman who will be widely missed for his hard work, friendship and invariable good humour, our deepest sympathy goes to his wife and daughter.

Sadly I have to announce to you all the passing of one of Staffordshire Chess’s most loyal stalwarts – Andrew Davies.

Andrew P. Davies was born in March 1960 at New Cross Hospital, which was one of the two main hospitals in Wolverhampton at the time. He was the youngest of a family of six. For many years he suffered with his health and with physical problems and pain related to the debilitating disease HSP from which he suffered. His determination and considerable intelligence made him able to live what most people would call a successful life where he could indulge his love of chess and his enthusiasm for mathematics. I also discovered a few years ago that he had a fascination with the history of the different waves of invasion of these islands by various British tribes in the last millennium before the Christian era. He lived in the somewhat forlorn hope of one day linking his own family history to some of these events.

His first venture into chess organisation was in 1995 when he became the secretary of [[Brewood | Brewood Chess circle]]. In more recent years, he branched out into other areas of chess, qualifying as a junior coach and as an arbiter. In both of these spheres he became very active, coaching many junior players in clubs in the southern part of the county and later became the manager of coaches for the ECF. He was also the webmaster for Junior chess organisations – both for the Staffordshire Junior Chess Association and for EPSCA – as well as being the Director of Junior Chess for the MCCU.

For several years, he also served as the General Secretary of the [https://www.staffordshirechessassociation.co.uk Staffordshire Chess Association].

Andrew’s life was troubled but he always seemed pleasant and agreeable. He had one self-confessed addiction – he loved to have a mug of Earl Grey tea and an almond crescent and no day began well for him without them!

We are very sad to have lost a personal friend and a major force in Staffordshire Chess.

I’m writing to inform you of the death last week of Phil Porter aged 74 who had played in the local chess leagues especially WDCL and BDCL for close on 40 years and will no doubt be remembered by many players in the area. He will be sadly missed by many.

Phil joined firstly [[Hobsons]] and won the very first [[Harold Bidgood Trophy|Bidgood Trophy]] in 1962/63. He moved onto [[Bushbury|Bushbury Chess Club]] in 1965 and joined the sadly now defunct [[Wolverhampton Kipping club]]. He joined [[Wolverhampton|Wolverhampton Chess club]] in the 1983/84 season along with two other well remembered players, Mike Townsend and [[R.J.Marshall|Robert Marshall]]. He took the [[Rock Cup]] in 1986/87. Phil had an aggressive style of play and chalked up a few notable wins against stronger players. Phil had not played in league matches for about a year due to failing eyesight though he was hoping to resume play after an operation which he was on a waiting list for.

His other main interests were cricket - he was a qualified umpire In local leagues- and real ale which he espoused and consumed with equal gusto!

Phil’s niece has told me that it is likely that some sort of celebration of Phil’s life will be arranged at some time in the future and that she would let me have details.
